Firm History

In 2006, Don Archer, P.E., founded PQM to dedicate his efforts to the idea that quality management could be improved in the A/E/C industry. His goal was to build a team of subject matter experts to support agencies, engineering firms, and contractors in the delivery of complex projects.  In 2014, Don’s daughter, Erin Hoy, joined the firm to marry her business expertise with the team’s success in quality management consulting.  Together, Don and Erin have built a passionate, experienced, and productive team whose core focus is client satisfaction. PQM recently expanded its consulting services to include Project Controls and Training Programs.  PQM is a woman-owned and operated small business headquartered in Orange County, with offices in Los Angeles and Austin. 

Leadership Team


Erin is a strategic visionary who understands the industry and wants to carry on the tradition of the founder’s mission.  Erin’s vision of PQM includes growth through focused efforts of building a team of experts who will improve project delivery.  Her philosophy is ‘a happy team is a productive team, and a productive team drives client satisfaction’.  She values integrity, personal and professional growth, and transparency.  Formerly an executive with The Walt Disney Company, Erin has been with PQM since 2014 and has since significantly contributed to the growth of the firm.  When not working with the PQM family, Erin spends time with her own family, cheers on the Dodgers and the Oklahoma Sooners, and is currently pursuing her blackbelt in Taekwondo alongside her daughter.


Kirsta has over 20 years of operational and financial experience in the A/E industry.  Kirsta’s diverse experience has provided her with a wealth of knowledge in project controls, project management, and accounting. Kirsta has implemented financial strategies for medium to large projects, including financial management oversight and reporting through a project life cycle.  Kirsta’s natural ability of relationship-building is reflected in her colleague’s and clients’ respect for her.  As a leader, she values operational excellence and is willing to dig into anything to help the team get it right.  She also values loyalty and life balance, which is why at the end of the day you likely will find Kirsta enjoying a well-deserved glass of Merlot while watching college basketball and chanting “Rock Chalk Jayhawk”. 


Keivan is a California registered Civil Engineer and Certified Quality Engineer with over 16 years of experience as a Program Manager for transportation projects, Business Line Specialist in Quality Assurance per FHWA and FTA guidelines, Project/Contract Manager, Quality Assurance and Quality Control Manager, and transportation designer. Keivan has intimate and extensive knowledge of transportation theories and transit design manuals, and has navigated the development of projects through governing regulations of multiple local, state, and federal agencies including Caltrans projects within D07, D11, and D12.  Keivan is a problem solver, with a knack for proactive issue discovery and a resolution approach. Keivan has an affinity for photography and the outdoors, so you’ll likely find him capturing its beauty during explorations with his son. 


Don founded PQM with a mission to “Improve Project Delivery” in the design and construction industry after recognizing the substantial need. He has provided a variety of quality management services to public agencies, consulting engineers, program managers, and contractors who have delivered small to mega projects using Design-Bid-Build, Design-Build, and CMGC.  He has also developed and implemented performance-based programs that have included elements of training, culture building, monitoring, surveillance, audits, continuous improvement, and lessons learned. While certainly a subject matter expert in quality management, Don is also an avid golfer and classic car collector, just ask him about his ’32 Ford Coupe.  He is respected for his self-discipline and goal-oriented nature which have contributed to both his personal and professional success.
